Any company’s security strategy should include the protection of its personnel, assets, information, and reputation. Significant pipelines obviously represent costly key assets, and so it follows that particular care and attention needs to be given to the protection of these assets at each stage of their lifecycle. Any assessment and planning should be divided into three specific phases:

• Concept and planning: a precursor to the final decision to proceed with construction and operation, referred to by some Member Companies as an ‘aboveground review’. It is at this stage that a comprehensive sociopolitical assessment, involving the requisite subject matter experts, can be made.

• Construction: includes any maintenance and upgrade or modification work that is required.

• Operational: includes stringent management processes, ongoing dynamic risk assessment processes, surveillance and regular checking, and well-developed and rehearsed response and recovery plans.
