Kidnapping, hostage taking, and illegal detention and occupation all constitute acts or incidents of unlawful deprivation of liberty. The subject matter is complex and dynamic, incorporating many unpredictable and circumstantial elements of risk. The risk to life and well-being is the main threat, but the risk to assets, operations, and reputation should never be underestimated. This Report provides an overview of and insight into the nature and types of incidents that companies, groups, or individuals might encounter. It will help prepare companies to shape and effectively administer their incident planning, incident management, and post-incident recovery strategies. The Appendices contain suggestions and guidance for planning tools, some essential templates, and functional checklists. Given the sheer complexity of this subject, none of the above should be viewed as definitive. A degree of individual incident adaptation should and will need to be applied in each case.
