IOGP and ASCOPE sign Memorandum of Cooperation on the Energy Transition
How can ASEAN balance affordable energy with ambitious net-zero goals?
An important step forward: the International Association of Oil & Gas Producers (IOGP) and the ASEAN Council on Petroleum (ASCOPE) have signed a Memorandum of Cooperation (MoC) to establish a framework to enhance technical collaboration between the organisations to achieve our common goals based on the principles of equality and mutual benefit.
The MoC, signed during the 50th ASCOPE Council Meeting, held in Bangkok from 30 September to 2 October 2025, establishes a cooperative framework focused on:
- Enhancing cooperation on Exploration and Production around safety, environment, decommissioning, and wells
- Unlocking realistic energy transitions using all available sources, technologies, and options
- Providing technical collaboration to ASCOPE as they continue developing energy transition roadmaps towards to a sustainable lower carbon future
- Deploying technologies that enable realistic transitions – including natural gas, methane and carbon emissions reduction, hydrogen, and CCS
- Building capabilities through knowledge sharing and training initiatives
The MoC was signed by Graham Henley, IOGP CEO and Mr Henricus Herwin, ASCOPE Secretary in Charge. Also present was Harvey Johnstone, IOGP’s Environment Director and Regional Director for Asia Pacific.
This MoC is the culmination of a constructive working relationship over the past 3 years originating with the review of the ASCOPE decommissioning guidelines commencing in 2021 which was facilitated by our valued member PETRONAS.
This partnership brings together IOGP’s global expertise and reach and ASCOPE’s regional leadership to accelerate practical, sustainable pathways towards a low-carbon future while ensuring affordable, reliable energy for ASEAN economies.
